What is E-Rate?
The Federal Communications Commission (FCC) created the Schools and Libraries Program (E-Rate) to make broadband and internal network equipment more affordable for eligible institutions.
E-Rate discounts cover:
- Category 1: Data transmission and internet access
- Category 2: Internal connections, managed internal broadband services (MIBS), and basic maintenance of internal connections (BMIC)
Eligible entities include public/private K-12 schools, school districts, and public libraries.

Category 2 – Internal Connections

- EX Series/QFX Series Switches – Fully eligible for distribution/access layers
- Routers (ACX Series, MX Series) – Eligible where used for internal connections
- Basic Stateful Firewall (SRX Series) – Eligible; advanced services (IPS, UTM, ATP) not eligible
Managed Internal Broadband Services (MIBS)
- Marvis AI Assistant – Can be partially eligible under MIBS, depending on bundle
Basic Maintenance of Internal Connections (BMIC)
- Juniper Care Core – 100% eligible
- Juniper Care Next-Day / Onsite – Partially eligible
Juniper E-Rate Bundles (EDU SKUs)
To simplify procurement, Juniper offers EDU bundles designed for E-Rate funding:
- EX Series Switch Bundles – Pre-packaged with 3-year Next-Day support (e.g., B-EX2300-24P-EDU through B-EX4650-EDU).
- Mist Access Point Bundles – AP45 and AP64 kits with 1/3/5-year Wi-Fi Assurance. (Note: bundles including Marvis VNA require cost allocation since Marvis is not IC-eligible.)
How the E-Rate Process Works
- Post a Form 470 to request bids from service providers.
- Select BlueAlly as your vendor and enter our SPIN number (143044080).
- File Form 471 with Juniper ESL SKUs for eligible products/services.
- Receive funding commitment from USAC, then order through your Juniper partner.
- Deploy your network with Juniper’s EDU bundles and support. If a SPIN change is required later, follow USAC’s SPIN Change guidelines.
